“Ashkharazhokhov” Pan-Armenian Movement Program
The “Ashkharazhokhov” program is a list of concrete measures planned in the fields of politics, economy, defense, repatriation, education, healthcare and environmental protection, aimed at ensuring the comprehensive development of society and the state.

Politics
The Armenian people are united by their connection to the Armenian land, language, material and spiritual culture, blood ties, and a shared vision of the Armenian destiny, which is linked to the revival of Armenia in the name of historical and social justice. Love within the Armenian people grants them unity, and unity grants them strength, which gives rise to freedom.
- The “Ashkharazhokhov” movement has a pan-Armenian character and categorically condemns any attempts to divide the Armenian people based on religion, language, or place of origin.
- Armenia builds relations with other countries and peoples based on the principle of equality. No other nation has the right to impose its will on the Armenian people.
- Armenia must become a non-aligned state.
- The movement opposes Armenia’s membership in opposing military-political blocs such as the CSTO and NATO. Armenia should develop mutually beneficial relations with the East, allowing our Homeland to balance its relations with Western countries.
- Armenia’s foreign policy must be balanced. “Ashkharazhokhov” supports cooperation with specific countries in areas beneficial to Armenia at a given time. Armenia’s cooperation with the East does not exclude its cooperation with the West. On the contrary, Armenia does not belong to either the East or the West. Armenia belongs to the Armenian people, who have the right to independently determine with which external players and to what extent they should interact.

Economy
In Armenian society, material wealth and natural resources must be distributed by the state in favor of the majority rather than a minority of Armenian citizens.
- The natural resources of the Armenian land, including plains, mountains, rivers, lakes, mines, and deposits, are the property of the Armenian people.
- Implementation of strategic economic planning and the demonopolization of Armenia’s economy.
- Support and development of a multi-structured economy, as well as public-private partnerships.
- Development of private enterprise.
- Funding of Armenian technological startups.
- Construction of the North-South transport corridor through Armenia’s national territory and Armenia’s full participation in communication projects linking Iran’s ports in the Persian Gulf with Georgia’s Black Sea ports.
- Diversification of Armenia’s economy by developing foreign economic relations with both Eastern and Western countries.
- Exploration and expansion of potential export markets to promote Armenian-made goods.
- Creation of a favorable investment climate in Armenia to attract investments in domestic production.
- Localization of overseas Armenian businesses in Armenia.
- Localization of foreign enterprises in Armenia.
- Mechanism for obtaining a residence permit (residency) for investors.
- Mechanism for obtaining a residence permit for expatriates.
- Mechanism for tax holidays.
- Mechanism for companies with foreign participation determining the reinvestment share of their annual profits.
- Creation of a legal framework for the registration of trust companies.
- Special regime and mechanism for registering legal entities with 51% to 80% foreign capital participation.
- Prohibition of land purchases by foreign companies. Long-term lease terms should not exceed 35 years.
- Zero customs duty regime on a specific volume of equipment linked to the level of investment.
- Ensuring food security through the development of large-scale farming and the creation of storage infrastructure for agricultural products. Formation of state reserves of food and medicine.
- Construction of bioethanol production plants using raw materials such as barley, potatoes, and Sosnowski’s hogweed. The by-product of production, distillery stillage, will be used for animal feed. Energy losses in the bioethanol production cycle should be minimized.
- Bioethanol should be used as fuel. With sufficient bioethanol resources, Armenia’s industrial potential should be strengthened by deriving chemical products from it.
- Creation and development of processing enterprises to reduce dependence on raw material exports.
- Manufacturing must be localized in Armenia while preserving environmental standards and using effective purification systems.
- Development of the chemical and waste processing industries with full-cycle filtration and other purification facilities.
- Tax incentives for enterprises sponsoring physical culture and sports events.
- Development of tourism culture, including scientific and medical tourism.
- Completion of the 400kV Iran-Armenia power transmission line project in full.
- A new gas contract with a new gas pipeline. The state’s share in the “Gas for Electricity” contract should be at least 51%.
- Along with solar power plants, the development of synchronous compensators should be pursued.
- A new “Energy Resources: Gasoline, Kerosene, Diesel, Fuel Oil for Electricity” contract with Iran. The state’s share in the contract should be at least 51%.

Security and Defense
“Ashkharazhokhov” supports the Armenian Army and the veteran community in protecting the sovereignty and territorial integrity of the republic.
- Integration of a comprehensive security and defense system into Armenia’s national security doctrine.
- Commitment to asymmetric actions in the event of foreign aggression.
- Incorporation of the principle “Strike the enemy on their territory” into Armenia’s national security doctrine.
- Adoption of the principle “Settlement – Region – Capital – A Unified Fortress with a Unified People” into Armenia’s national security doctrine.
- Development of robotics and the national defense-industrial complex.
- Advancement and active implementation of UAVs, as well as satellite and laser technologies.
- Formation of a cybersecurity and information security system.
- Creation of national Data Storage and Processing Centers for classified information.
- Development of Armenian software and secure communication channels.
- Establishment of reconnaissance-strike and reconnaissance-fire complexes within the Armenian Army to transition to a network-centric strategy.
- Deployment of an air defense system over the entire territory of Armenia.
- Construction of strongholds within the depth and perimeter of Armenian territory. Formation of engineering and anti-tank defensive lines.
- Creation of territorial defense units in all settlements composed of local residents. Citizens will now assist the armed forces in defending the country.
- The production and distribution of electricity must be carried out exclusively under the rules and laws of the Republic of Armenia, without foreign intermediaries. This is a strategically vital foundation of the state. The entire economy is based on electricity. Support for alternative energy sources is necessary. The armed forces should have specialized alternative energy sources, including lithium batteries, generators, and mini solar power stations.
- Ensuring energy security in Armenia’s fuel and energy complex by modernizing existing electricity production capacities, utilizing renewable energy sources (solar, wind, geothermal, and hydro), and applying modern fuel production methods.

Repatriation
Encouraging the return of Armenians to their Homeland, ensuring the unity of fate for the entire Armenian people.
- Interest-free mortgage loans for repatriates outside Yerevan, with no right to lease or resell the property for 20 years.
- Establishment of a network of modern English-speaking, Russian-speaking, and French-speaking schools for the children of repatriates.
- Implementation of training and retraining programs for repatriates.
- Creation of a system of benefits for repatriate communities: the more repatriates a community attracts, the greater the tax and financial benefits it receives from the state.
- Financing of business projects for repatriates within the framework of public-private partnerships.

Healthcare
The healthcare system in Armenia must ensure high-quality, patient-centered care for citizens and conduct regular monitoring of the health status of the Armenian people. This sector requires state investment and should not seek immediate profit.
- Implementation of analytical disease monitoring systems and the creation of a unified database for all medical institutions, both public and private, to reduce the time required for medical history collection and improve the quality of preventive and therapeutic services.
- Establishment of medical centers in all regions of Armenia based on population size and growth potential, with equal and fair state funding.
- Primacy of Armenian laws over international regulations in the field of healthcare.
- Amendment to the Labor Code to establish regulations for employees’ justified absences for preventive medical check-ups covered by insurance. An inspection body must ensure compliance with this regulation across all organizations.
- Annual comprehensive health screenings for school-age children conducted by school nurses, with results provided to primary healthcare providers for further management in collaboration with parents and pediatricians.
- Full government support for rehabilitation assistance for wounded soldiers and war veterans.
- Private clinics should have the opportunity to earn from the state through per capita funding.
- State support for infertility treatment.
- Domestic production of critically important medicines.
- Establishment of women’s health consultation centers in all regions of Armenia, state-funded pregnancy management, and monthly allowances for pregnant women.
- Monitoring and oversight of assistance for people with disabilities, granting families with disabled members a special status in primary healthcare. Establishment of feedback mechanisms to inform families about benefits.
- Creation of geriatric and elderly care centers. Implementation of home-care systems for the elderly and disabled, including medical assistance.
- Delegation of elderly care programs to specialized organizations within inter-agency cooperation.
- Implementation of clinical guidelines and treatment protocols to prevent excessive or insufficient medical services and reduce unnecessary laboratory and instrumental tests.
- Promotion of a healthy lifestyle and mass physical activities.

Social Sphere and Education
Social justice must become the main principle of life organization on Armenian soil.
- “Ashkharazhokhov” aims to build a just society in Armenia, ensuring equal access to education and healthcare for all citizens, regardless of their financial status or social background.
- Introduction of free secondary and higher education.
- Benefits for war veterans and their family members.
- Measures to improve citizens’ pension security.
- Promotion of military-patriotic education.
- After receiving secondary education, young people should have the opportunity to acquire a profession in their chosen field of work.
- The period of conscription service in security structures should be included in the total length of service of citizens.
- The period of childcare from birth to 2 years old should be counted in the mother’s total length of service.
- Formation of an educational tourism system, including interbank agreements between countries to provide preferential mortgages for foreign students.
- Implementation of all necessary measures to improve the quality of education in all educational institutions of Armenia.
- Teaching of basic military training and tactical medicine in schools.
- Teaching of Armenian national dances, as well as the history of Armenian culture and art in schools.
- Development of the volunteer institute in Armenia with the active involvement of Armenians from the diaspora.

Ecology
“Ashkharazhokhov” believes that true love for the Armenian Homeland begins with caring for Armenia’s nature and protecting the environment.
- Development and implementation of Armenia’s Environmental Code based on environmental education methodologies.
- Creation and implementation of the programs “Clean Armenia,” “Clean Air,” and “Clean Water.”
- Mass tree planting in Armenia. Establishment of the “Plant a Tree” fund, bringing together those willing to contribute to Armenia’s greening: some donate for seedlings, while others volunteer to plant and maintain trees in their areas.
- Legislative introduction of the mandatory principle of planting two trees for every tree cut down.
- Environmental protection, including eco-friendly waste and industrial byproduct processing.
- Cleaning up litter in natural areas.
- Waste recycling.
- Waste separation and sorting.
- Reduction of carbon dioxide emissions.
- Widespread use of renewable energy.
- Introduction of anaerobic technology for the disposal of biological waste using anaerobic bacteria. By applying these technologies, we will not only eliminate all bio-waste landfills but also provide Armenia with:
- Biomethane; High-efficiency, environmentally friendly organic fertilizers.
- In the technological process, part of the produced biomethane is used to generate thermal and electrical energy, allowing the biogas plant to fully provide not only for itself but also for nearby households.
- Generation of heat and electricity in gas turbine plants;
- Use as gaseous motor fuel;
- Processing into chemical products and synthetic motor fuels through Gas-to-Liquid technology.
- Utilization of hydrogen as an environmentally friendly fuel. Extracting hydrogen from water is currently costly, but new technologies are emerging yearly, making the process more affordable and economically viable.
